Hello everyone. I am Kadeem Immanuel Graham (with an “I”) and I am a Local Government representative and a Network and Security Administrator. I have been in the Information and Communications Technology (ICT) field for over thirteen (13) years and the political arena from a tender age. I have always been driven to make a mark nationally through sports, but I think I can do so now outside of sports by encapsulating the knowledge of both fields and conducting further research studies as I pursue my PhD. in ICT.
Over the years Trinidad and Tobago’s economy has relied historically on the oil and gas sector for government revenue, employment and growth. We all might agree that Trinidad and Tobago would have prospered from oil and gas in the past but shockwaves such as market transitions to renewable energy, depletion of resources and fluctuations of prices globally would have left the country’s economy exposed. What comes to mind when you hear the term modernization? Yes, Information and Communications Technology (ICT) can be seen as one of the most promising drivers of modernization/diversification in today’s society. Internationally, ICT continues to drive economic growth and the development of digital industries (United Nations Conference on Trade and Development [UNCTAD], 2024).
Positive contributions to the transformation of global economies through increased competitiveness, the development of new industries and improved productivity can be visible to all. Citizens of the Republic of Trinidad and Tobago were informed of initiatives from Vision 2030 by their government, but when you actually do some extensive reading and you examine the Vision 2030 document, you stumble upon a lot of limitations and setbacks. Ministry of Planning and Development (2016) explains that further constraints can still be seen in research being done that analyzes ICT’s position in supporting modernization/diversification in Trinidad and Tobago.
Furthermore, operating in the capacity of a Network and Security Administrator, I presume that ICT can open doors and new opportunities in areas such as innovation, software development, digital services and a variety of online businesses. Today, I am speculating that if Trinidad and Tobago continues to invest in technology and improve its digital infrastructure, our country can gradually reduce its reliance on oil and gas while creating new industries and job opportunities, especially within the growing digital economy. Surely, I will have to dive deeper into finding research material to support and back my speculation.

During my private research sessions outside of my class schedule while exploring this topic, something truly interesting caught my attention. I would have examined how ICT can influence and improve many sectors of an economy whilst technology adjacent to ICT helps businesses operate more efficiently, supports entrepreneurs in starting and expanding their ventures and allows companies to communicate with their customers around the world through digital platforms. ICT can also support sectors such as financial, education, tourism, agriculture, management information systems and online accessibility. As digital technology continues to evolve, it is becoming clear that ICT can play a significant role in helping Trinidad and Tobago transition towards a more modern and diversified economy.
In September 2015, the United Nations (UN) General Assembly launched the Sustainable Development Goals (SDGs) (United Nations, 2015a), which came into effect on 1st January 2016. These SDGs encapsulate 17 goals and 169 targets, which all UN member states agreed upon as global goals of ambition. During my research, it has been noticed that SDG4, SDG8 and SDG9 are entwined with what I seek to find. They are Quality Education, Decent Work and Economic Growth and Industry, Innovation and Infrastructure (United Nations, 2015 b). Digital technology can improve access to learning and can help individuals develop their skills for a world that’s filled with technology, which is why Quality Education is important. Decent Work and Economic Growth and Industry are also relevant to this study because, as the ICT industry expands, new jobs are created, entrepreneurship is encouraged and economic growth is supported. Lastly, Industry, Innovation and Infrastructure work hand in hand with ICT as it contributes to the improvement of internet access, digital connectivity and technological development. This goal concentrates on the development of a strong infrastructure that encourages innovation and supports sustainable industries.
The SDGs highlighted are relevant to this research for the reason that they emphasize how ICT can be adopted into long term economic growth, as well as encourage innovation and development. From my experience working in the ICT industry, I presume that strengthening digital infrastructure and developing technological skills will be key if Trinidad and Tobago is serious about building a more diversified and resilient economy. I further presume that by strengthening the ICT industry, Trinidad and Tobago can create new opportunities for businesses and individuals while gradually reducing its dependence on the oil and gas industry. Ultimately, this research explores how technology can contribute to modernizing the economy and supporting a more sustainable and diversified future for our beautiful twin island republic.
Research Questions
Below are five questions that I will use for my research to further explore the role of ICT in supporting economic modernization and diversification in Trinidad and Tobago.
- What is the current state of the ICT infrastructure in Trinidad and Tobago Government Ministries?
- How has ICT contributed to the growth and productivity in the non-energy sector within Trinidad and Tobago?
- What are the key barriers limiting ICT-driven diversification?
- How effective have the Trinidad and Tobago government’s ICT and digital transformation policies been in supporting economic diversification?
- What strategies can be used to enable ICT to play a stronger role in reducing the Trinidad and Tobago’s dependence on oil and gas?
